Its called a compulsory mechanical license and yes contact APRA (www.apra.co.nz). You tell them which songs and how many CDs you're going to make and then tell you how much it will cost. They then forward the money on to the song writers after taking a bit for administration. Yes APRA stands for Australasian Performing Rights Asociation. Very straight forward process.
